Reference · Label sheet
Nine lines on the outer pack, and four that trip Korean labels.
Annex I part 7 lists nine particulars (a to i) for the outer pack, or the immediate pack when there is no outer one. Here is each, as NPRA writes it, and what we would check on a Korean pack. The four that trip most Korean labels are the language, the notifier’s address, the date order and the animal-origin line.
| Item | NPRA · Annex I part 7 | On a Korean pack (our reading) |
|---|---|---|
| (a) Name and function | The name of the product and its function, unless clear from the presentation. | The name has already been through the word screen. |
| (b) Directions | Instructions on use, unless clear from the name or presentation. | Directions in Bahasa Malaysia and/or English; a Hangul-only line does not count. |
| (c) Ingredients | Full list in descending order of weight when added; those under 1% in any order after; colourants in any order after the rest, by CI number; perfume as “perfume”, “fragrance”, “aroma” or “flavour”; names from the latest standard references; botanicals by genus and species; “may contain” or “+/-” for shade ranges. | Copy the INCI list from the factory’s formula sheet, so the label and Quest match. |
| (d) Country | Country of manufacture. | “Made in Korea” or “Republic of Korea” in English. |
| (e) Notifier | Name and address of the Cosmetic Notification Holder. | The Malaysian CNH, not your Seoul office. The Product Information File is kept at this address. |
| (f) Contents | Weight or volume, in metric, or metric and imperial. | “50 ml” is enough. |
| (g) Batch | The manufacturing batch number. | Same code as on the Korean pack. |
| (h) Date | Manufacturing or expiry date in clear terms: month and year, or day, month and year in that order, after “expiry date” or “best before”. Mandatory expiry date when durability is under 30 months. | Our reading: a Korean 2028.03.15 print does not follow the day-month-year order; reprint as 15/03/2028 or 03/2028. |
| (i) Precautions | Special precautions, above all those in the “conditions of use and warnings” column of the ingredient annexes; “for external use only” on vials and ampoules; a statement for animal-origin ingredients, naming the animal for bovine or porcine origin. | Check each restricted ingredient’s warning in the current annex; the annexes were re-issued in June 2026. |
| Small pack | If the container is too small, a leaflet, hang tag, display panel or shrink wrap may carry the items. At least the product name and the batch number stay on the small immediate pack. | Sample sachets and minis. |
| Bulk import | At least the product name, the manufacturer’s name and the batch number on the bulk container. | For products filled in Malaysia. |
| Legibility and language | Easily legible, clearly comprehensible, indelible; Bahasa Malaysia and/or English. | Whether an overlay sticker satisfies “indelible” is not stated; ask your notifier. |
| Halal logo | Voluntary, only with JAKIM or JAKIM-recognised certification. | No certificate, no logo. |
| Never on the pack | GMP or ISO 22716 logo or statement; “approved by the Ministry of Health”; religious quotations; “100% protection”; “no side effects”; indecent images. | Annex I part 8, “other claims” and the list of unacceptable claims. |
